About CTC

Coral Triangle Center (CTC) is an Indonesia-based foundation established in 2010, working across the Coral Triangle region to strengthen marine resource management, protect coral reef ecosystems, and support sustainable livelihoods and food security. CTC collaborates with governments, communities, and partners, including in Timor-Leste, where it supports marine protected areas (MPAs), ecosystem-based management, and traditional marine governance systems such as Tara Bandu.

Position Overview

The Finance & Administration Officer will manage financial, accounting, administrative, and grant management functions for CTC’s Timor-Leste operations. The role ensures compliance with CTC policies, donor (including EU) regulations, and local laws. The position reports to the Grant Specialist and works closely with the Timor-Leste Project Leader and the Bali-based Finance & Accounting team.

Employment is contingent on EU grant funding approval.

Key Responsibilities

Finance & Accounting

  • Handle day-to-day financial transactions and documentation
  • Manage vouchers, petty cash, bank reconciliations, and expense tracking
  • Support financial reporting, reconciliations, and audits
  • Ensure compliance with donor rules, internal policies, and Timor-Leste regulations
  • Provide financial support for trainings and project events

Grants Management

  • Monitor grant budgets and financial compliance
  • Prepare financial forecasts and reports
  • Support donor reporting, audits, and visits
  • Lead procurement processes and manage asset inventory

Qualifications

  • Bachelor’s degree in finance, accounting, or business administration
  • Minimum 3 years of relevant experience
  • Strong knowledge of GAAP, fund accounting, and Timor-Leste taxation
  • Proficiency in Microsoft Office and accounting systems
  • High integrity, attention to detail, and ability to manage multiple tasks
  • Fluency in English and Bahasa Indonesia
  • Willingness to travel within Timor-Leste and Indonesia

Working Conditions

  • Office-based (Monday–Friday, 9:00 AM–5:00 PM)
  • Flexible hours as required
  • Travel may be required
