Position: Climate Change Technical Coordinator

Contract Type: Local Fixed-Term Employee

Location: Dili Office with frequent travel to Area Programs

About the Role

Working closely with international climate change specialists and the Project Team Leader, the National Climate Change Specialist will provide technical leadership in climate resilience programming, particularly within watershed development initiatives.

Key Responsibilities

1. Climate Vulnerability Assessment & Analysis

  • Lead gender-responsive climate vulnerability assessments in Dasidaro and Laclo watersheds.
  • Apply internationally recognized frameworks (IPCC, CRIWDP) to assess climate risks.
  • Ensure assessments reflect environmental, socio-economic, and livelihood dimensions.

2. Community Engagement & Participation

  • Facilitate consultations, focus group discussions, and participatory workshops.
  • Promote inclusive engagement of women, youth, and marginalized groups.
  • Support validation of findings with community stakeholders.

3. Integration into CRIWDP Planning

  • Integrate findings into Climate-Resilient Integrated Watershed Development Plans (CRIWDPs).
  • Strengthen strategies on climate resilience, water security, and ecosystem-based adaptation.
  • Ensure climate risk is embedded across all planning stages.

4. Technical Contribution

  • Provide inputs across CRIWDP deliverables (1–5, especially 3 & 4).
  • Support development of climate-resilient recommendations and interventions.

5. Coordination & Stakeholder Engagement

  • Coordinate with WVTL and consortium partners (F-COTI, G-SIG, FHTL).
  • Support administrative processes (GEMS Concur, payments, requests).
  • Engage with NDCC and government stakeholders.
  • Assist in organizing workshops and consolidating partner inputs.

Relationship Building

  • Build strong, trust-based relationships with communities and partners.
  • Conduct social network analysis to understand stakeholder dynamics and opportunities for collaboration.

General Responsibilities

  • Participate in weekly chapel and devotional meetings.
  • Support visits from sponsors, donors, and WV staff.
  • Undertake additional duties as required.

Qualifications & Experience

Required:

  • Experience in climate change adaptation projects
  • Strong interpersonal and communication skills
  • Ability to collaborate with diverse stakeholders
  • Background in agriculture, agribusiness, or livestock programming

Preferred:

  • Proficiency in Microsoft Office and community development tools
  • Knowledge of climate vulnerability assessments and climate change issues
