
Program Background
DT Global supports the implementation of PROSIVU on behalf of the Australian Government. PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.
The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:
(a) stronger, more inclusive economic growth;
(b) sustainable public finances; and
(c) better public administration.
These three outcomes constitute the basis of PROSIVU’s three workstreams

Objectives of Role
The objective of the Operations Manager is to lead and oversee all operational functions of PROSIVU, including (but not limited to) human resources, finance, procurement, logistics and administration. The Operations Manager will have line management responsibilities for the operations team members, and will work closely with the Team Leader, DFAT and DT Global to provide these services to PROSIVU, respond to DFAT requests for support and information, as well as ensure compliance with DT Global and DFAT policies
Roles and Responsibilities
Key responsibilities of the Operations Manager are as follows:
- Manage all PROSIVU operational activities and corporate support services to ensure seamless, timely and cost-effective program implementation.
- Oversee the management and organisation of program events and activities, including but not limited to: workshops, meetings, international conferences, travel, field visits, study tours and translation requests.
Finance
- Oversee and manage all day-to-day financial functions for the program including bank statement reconciliation, payroll, review and verification of invoices, data entry into accounting systems, review of allowances and expense claims, and bank, cheque and cash payment approvals.
- Maintain oversight of the head contract budget and reporting, as well as day-to-day financial activities.
Human resources, recruitment and compliance
- Support the HR team in the recruitment, contracting, onboarding and ongoing administrative support to program staff and technical advisers, ensuring they receive high quality and timely personnel services.
- Coordinate the implementation of and compliance with DFAT and DT Global policies, including gender, disability, child protection, fraud, anti-bribery and preventing sexual abuse and harassment. Ensure staff and advisers are familiar with the policies and organise and conduct training as necessary.
Leadership and Management
- Line management of the program’s operations team including staff working in various functions across HR, finance, procurement, logistics and administration.
- Provide support and backfilling arrangements for other PROSIVU operations team members in the case of absences.

About You
Qualifications
- Bachelor’s degree in management, administration, HR, international development or other discipline relevant to the role.
Experience
- At least eight years of experience in an operations management or similar role, preferably in a development program context.
Skills:
- Highly developed oral and written communication skills in English and, ideally, Tetum.
