  1. The role

The Communications Officer will lead and implement all communications, visibility, and documentation activities for CARE’s Resilience Project in Timor Leste. This role plays a key part in showcasing project results, strengthening community engagement, and supporting CARE’s positioning in climate resilience and water security.

The officer will work closely with the Project Manager, Communications Manager, Project Team, local partners, communities, and stakeholders to produce high quality materials and ensure consistent, impactful messaging aligned with CARE’s global brand and donor requirements.   1. Selection criteria
  • Bachelor’s degree in communications, Journalism, Media Studies, Development Studies, or a related field.
  • Minimum 3 years of professional experience in communications, media, or public relations, preferably within NGOs or development projects.
  • Experience producing human interest stories, community-based content, and documentation.
  • Experience with social media management and digital content creation.
  • Experience working in rural community settings is an advantage.
  • Strong writing and storytelling skills in English and Tetum.
  • Photography and basic videography skills are strongly preferred.
  • Ability to translate technical concepts (climate change, water security, resilience) into accessible content.
  • Strong interpersonal communication skills and ability to work with diverse groups.
  • Ability to work independently, meet deadlines, and manage multiple tasks.
  • Familiarity with design tools (Canva, Adobe Creative Suite) is an advantage.
  • Ability to produce or script short videos preferred.
  • Strong understanding of social media platforms and digital engagement trends.
