Project Overview

ACHIEVE is an eight-year (2019–2027) global health initiative project funded by the United States Department of State (DoS). The project receives health funding to strengthen life-saving public health services in low-income countries, building on broad experience and existing capabilities that align with AFGHS and United States Department of State (DoS) goals.

ACHIEVE is led by Pact with consortium partners Palladium International, Jhpiego, No Means No Worldwide, and WI-HER, drawing upon local partners in each country. The project delivers services and provides high-quality technical assistance at the community, facility, district, regional and national levels, and builds relationships with relevant partners working on HIV; maternal, neonatal, and child health; nutrition; and health security issues. Our ability to respond quickly to program, technical, and procurement needs leverages our deep bench of country-based clinical, program, and community experts.

In Timor Leste, ACHIEVE is currently focused on supporting the government to expand its capacity to deliver lifesaving and quality MNCH and nutrition services, particularly to underserved and remote communities in Same, Manufahi.

The project is seeking to recruit a Program Officer – Implementation and MELfor ACHIEVE Timor Leste, based in Dili or Same, Manufahi. This is a local hire and moving expenses or expatriate allowances are not associated with this position. The Program Officer will be responsible for supporting the implementation of technical activities and monitoring, evaluation, and learning (MEL). She/he will report to the Team Lead.

Compensation for this position will be between USD $16,000 to USD $21,000 depending on qualifications and experience.

Roles and Responsibilities:

·        Support coordination and communication with government counterparts, implementing partners and other stakeholders at municipality.

·        Facilitate follow up actions and information sharing with MoH, DPHOs and partners related to program activities and MEL requirements.

·        Support project implementation through the coordination of technical, administrative, and logistical activities as approved in the project annual work plan. May be assigned to lead/project-manage specific tasks.

·        Work with ACHIEVE staff and consultants to support project monitoring, evaluation, and learning efforts, including collaborating with country and HQ-level activity leads to identify and document project results in accordance with ACHIEVE project indicators.

·        Support data quality assurance processes, including data verification, spot check and documentation review

·        Ensure MEL activities comply with ACHIEVE donor (Department of State), and organization data quality and reporting standards.

·        Monitor, track and evaluate activities to ensure they are meeting requisite standards, adhere to budgets, and meet deadlines.

·        Work with activity leads to review results on a quarterly basis, verify supporting documentation, and enter them into the ACHIEVE M&E files.

·        Conduct data collection and analysis. This may include supporting ACHIEVE staff, consultants, and/or government counterparts to (1) carry out focus group discussions and key informant interviews (e.g., to collect feedback from target audiences); (2) help develop and implement capacity-development surveys or pre/post training assessments; (3) conduct secondary data analysis from the Timor-Leste Health Information System and other related data platforms.

·        Support report writing for quarterly and final reports to Pact/Department of State.

·        Support drafting activity briefs, PPTs, success stories, blogs, nuggets, or other items to communicate project updates and results to decision makers in concise formats.

·        Oversee and assist with the dissemination of briefs, data, and other relevant information materials to key stakeholders to advance understanding and action on population and development issues.

·        Support the design and delivery of an end-of-project meeting, including managing the process for content development, presentations, and logistics.

·        Support reflection and learning process, including after action review and learning sessions, and help integrate lessons learned into program implementation

General tasks

·        Participate in regular team calls and meetings, contribute items to the agenda, and provide updates and briefings on issues relevant to area of responsibility.

·        Initiate and coordinate weekly report inputs from relevant technical staff or consultants.

·        Assist with activity planning (e.g., timelines, tasks) and provide inputs for the development of budgets for programmatic activities.

·        Collaborate with finance staff on procurement and spending projections.

·        Coordinate the organization and coordination of events (including operational and logistical aspects) as needed, in collaboration with relevant ACHIEVE TL staff (e.g., operations staff, consultants, HQ).

·        Participate in identifying, logging, monitoring, and updating issues and risks and escalate as needed.

·        Ensure and encourage teamwork and shared leadership to achieve better results in the activities carried out in the program.

·        Other activities as assigned by the Team Lead or HQ Project Director.

Qualifications and experience:

·        Bachelor’s degree in public health, social science, development, or related field; Master’s degree is preferred. Specific coursework or certificates in M&E highly desirable.

  • 5+ years of experience in MEL, including understanding of capturing and monitoring performance indicators preferred.
  • 5+ years in providing technical, administrative, and logistical support for projects, including organization of meetings, workshops, trainings, communications, and data collection.
  • Demonstrated experience implementing US government or other donor funded projects.
  • Experience analyzing data and presenting information to decision-makers. Experience with TL HMIS is a plus.

·        Proficiency with MS Office Suite (Teams, Word, Excel, PPT) and demonstrated experience with electronic file management in shared/cloud-based environments.

  • Strong written and oral communication skills in English, ability to draft quality briefs, reports, training/facilitation agendas, training PPTs and other technical documents.
  • Strong interpersonal and networking skills, ability to work within a cross-cultural and virtual team.
  • Ability to work well under pressure and skilled in change management and problem-solving skills.
  • Strong analytical and problem-solving skills.
  • Ability to adapt to the needs of the organization and employees.
